New Delhi, May 1 (IANS) The Delhi High Court on Saturday rapped the Centre over the shortage of medical oxygen in the national capital amid the raging second wave of the Covid-19 pandemic and directed it to arrange the life-saving gas "by whatever means", saying "water has gone above the head, arrange everything now".The court made the observation while hearing the petitions on how the health infrastructure is trying to cope with the deadly second wave of the pandemic.Considering the death of eight Covid patients, including a doctor, at Delhi's Batra Hospital due to the shortage of oxygen earlier in the day, the high court said: "Water has gone above the head. You have to arrange everything now. You have made the allocations. You have to fulfil them. Eight lives have been lost. We can't shut our eyes to it."The court had earlier recorded the submissions made regarding the tragic incident at the Batra Hospital in the Mehrauli area of the national capital that was reported at around 12.45 p.m. on Saturday.This was the second time in a week that the hospital ran out of medical oxygen. On April 24, the hospital had received a last-minute supply which arrived minutes after its oxygen reserves ran out.The high court further directed the Centre to ensure that Delhi receives 490 MT oxygen supply on Saturday by "whatever means"."We direct the Centre to ensure that Delhi receives its 490 MT oxygen supply today by whatever means. Delhi is not an industrial state... It doesn't have cryogenic tankers," the high court said."Eight people have died... Will we shut our eyes to people dying in Delhi," the court asked.The court further directed the Centre to submit its explanation by Monday if it fails to supply medical oxygen to Delhi hospitals."We'll see your explanation on Monday if you can't supply oxygen," it said.The court also said that it is the responsibility of the Central government to arrange oxygen tankers as well."The allocation to Delhi has been in force from April 20 and not for a single day Delhi has received the allocated supply," the court noted.--IANSrak/arm

Many countries just don't have clean water to even just wash hands," she said.The UN on Monday warned that more than two billion people do not have direct access to water, the "blue gold" which is essential in defeating the coronavirus pandemic.In its World Water Development Report 2021, which focuses on the value of water, the UN stressed the urgent need to protect water."That brings in this issue of underinvestment and water sanitation and the services for billions of people, it has become abundantly clear since the start of the pandemic," said Koo-Oshima.While global water supply has become more severe in recent years, threatening agricultural production, food security and also water quality, Koo-Oshima said that countries like China could play a leading role in tackling the issue of water scarcity."China has very arid and semi-arid regions especially in the western part of the country. San Francisco- In a sophisticated cyber-attack, a hacker accessed the computer systems of the water treatment facility in a US city and modified drinking water chemical levels to dangerous parameters in an attempt to poison the city of nearly 15,000 residents.
Sodium hydroxide, also known as lye, is the main ingredient in liquid drain cleaners, used to control water acidity and remove metals from drinking water in the water treatment plant.
"The hacker changed the sodium hydroxide from about 100 parts per million to 11,100 parts per million. This is obviously a significant and potentially dangerous increase," Bob Gualtieri, Sheriff of Oldsmar city in Florida state in the US, was quoted as saying in local media reports on Monday.
The intrusion took place on February 5 when the hacker remotely accessed a computer system that was set up to allow for the remote control of water treatment operations.
According to a report in Tampa Bay Times, local and federal authorities including the FBI were investigating the attempt to poison the city of Oldsmar.
The city's water supply was not affected.
"A supervisor working remotely saw the concentration being changed on his computer screen and immediately reverted it," Gualtieri said.
The city officials on Monday emphasised that "several other safeguards are in place to prevent contaminated water from entering the water supply and said they've disabled the remote-access system used in the attack".
Though some cities get water through Pinellas County, Oldsmar provides water directly to its businesses and roughly 15,000 residents.
The computer system at the water treatment plant was set up to allow authorised users to remotely access it for troubleshooting.
Contact with sodium hydroxide can kill skin and cause hair loss and ingestion can be fatal.
In November last year, a water utility in Illinois was targeted by suspected Russian hackers and the attempt was foiled. (IANS)

Hyderabad, Jan 11 (IANS) All water bodies and reservoirs in forests and wildlife areas in Telangana are under surveillance for sick and dead birds in the wake of bird flu cases reported in nine states in the country, the state Forest Department said on Monday.The department has sought co-operation of NGOs and volunteers to keep surveillance on wetlands and bird areas outside forests and protected areas. The Central Zoo Authority is using daily progress report to monitor the spread of the virus.Principal Chief Conservator of Forests and Chief Wildlife Warden R. Sobha, who reviewed the situation at a meeting on Monday, said the field officers have been instructed to collect the carcasses of birds detected during this period, pack them safely and send to veterinary science laboratories for analysing and identifying cause of death.The general public has been requested to be alert and if any dead bird is noticed, the information should be passed on to the wildlife crime control cell at Aranya Bhavan, Hyderabad with toll free no 1800-425-5364, which functions around the clock.The district officers have been requested to coordinate with the Animal Husbandry Department, as well as the district administration in taking required preventive measures and vigil to detect death of birds.The Nehru Zoo Park, Hyderabad and Kakatiya Zoo, Warangal have taken prophylactic measures like spread of bleaching and lime powder around enclosures, maintaining cleanliness and hygiene in the area. Bird sections in the zoos have been closed to public and only animal keepers protected with PPE kits are permitted to provide feed and water.The Chief Wildlife Warden informed the participants that in an unfolding avian flu crisis, a substantial number of high altitude birds, particularly the bar-headed geese, which add charm to wetlands every winter have perished along with other birds species. Latest reports of avian flu indicate spread in nine states - Uttar Pradesh, Himachal, Delhi, Haryana, Gujrat, Rajasthan, Madhya Pradesh, Maharashtra and Kerala.Union Minister for Environment, Forest & Climate Change Prakash Javadekar has requested all the states to take preventive measures to control the spread of bird flu and to detect and report all cases of death of birds to the authorities concerned for taking necessary action.Over 2,000 bar headed geese were found dead in Pong Dam lake in Himachal Pradesh. More than four lakh birds (domestic & wild) have died in Haryana. Over 1.20 lakh ducks have perished in Kerala. The strains of bird flu confirmed are H5N8 and H5N1.These strains are zoonotic and have potential to spread to human population also, the forest official said.--IANSms/vd
