Srinagar, Oct 9 (IANS) The government has classified all districts of Jammu and Kashmir excluding Kishtwar district in Jammu division as orange zones following the assessment of the Covid-19 situation in the Union Territory."The categorisation of districts into red, orange and green zones will be followed for the purpose of implementation of permitted activities in the respective districts as per a separate order, to be issued by the State Executive Committee (SEC)," reads an order issued by the Chief Secretary, J&K and Chairman, State Executive Committee, BVR Subrahmanyam on Thursday.This classification has been done after the State Executive Committee conducted a detailed review of the current Covid-19 situation in Jammu and Kashmir. Lucknow, May 3 (IANS) The Yogi Adityanath government said on Sunday that standalone liquor and beer shops in orange and green zones in Uttar Pradesh would be allowed to open from Monday when the third phase of nationwide lockdown begins.Liquor shops will open from 10 am to 7 pm and ensure strict social distancing norms.No shops will open in districts in the red zone and lockdown rules will remain strictly enforced in these areas.Excise Commissioner Sanjay Bhoosreddy said that liquor shops in hotspots and containment areas would also remain closed."Circles at the specified distance will be made on roads outside the shops and only five customers at a time will be allowed to make purchases."Earlier in the day, during a meeting of Team 11, it was decided to allow partial reopening of liquor shops in order to generate revenue.Meanwhile, in an advisory issued by Chief Secretary R K Tiwari on the eve of the third phase of the lookdown which begins on Monday, the guidelines reprise the rules defined by the Centre for the lockdown.The red zone districts will remain completely sealed and no traffic movement allowed in these areas, except for designated persons performing essential services.Industrial units will, however, be allowed to operate while observing safety protocols.In the orange zones, cab services will be allowed to operate but with only two passengers, apart from the driver.The state government has asked everyone to download the Aarogya app, particularly those living in hotspot areas.The state government has further said that people above the age of 65, children below 10, pregnant women, and those suffering from chronic diseases, should not move out of their houses.--IANSamita/tsb
New Delhi, May 2 (IANS) A day after the Ministry of Home Affairs (MHA) issued new guidelines to regulate different activities in the extended lockdown period, based on the risk profiling of the districts of the country into red (hotspot), orange, and green zones, the ministry has now issued a clarification on the movement of persons and vehicles in these zones.In the areas that fall under 'Orange zone', the ministry has prohibited the inter-district and intra-district plying of buses. However the taxis and cab aggregators are permitted, with one driver and two passengers only."Inter-district movement of individuals and vehicles is allowed, only for permitted activities, with maximum two passengers, besides the driver, in four wheeler vehicles," the ministry said in clarification. It, however, added that states and Union Territories based on their assessment and priorities, may permit less activities.The guidelines issued by the MHA on Friday permitted considerable relaxation in the districts falling in the green and orange zones. "No other activity is permitted within the Containment Zones," it had said in its order.Under the new guidelines, a limited number of activities will remain prohibited throughout the country, irrespective of the zone.These include travel by air, rail, metro and inter-state movement by road, running of schools, colleges, and other educational and training or coaching institutions, hospitality services, including hotels and restaurants, places of large public gatherings, such as cinema halls, malls, gymnasiums, sports complexes etc, social, political, cultural and other kinds of gatherings, and, gatherings at religious places/places of worship for public.However, movement of persons by air, rail and road is allowed for select purposes, and for purposes as permitted by the MHA.The new guidelines also prescribe certain measures for the safety of persons.Movement of individuals, for all non-essential activities, shall remain strictly prohibited between 7 p.m. to 7 a.m. Local authorities shall issue orders under appropriate provisions of law, such as prohibitory orders under Section 144 of CrPC, for this purpose, and ensure strict compliance.In all zones, persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, shall stay at home, except for meeting essential requirements and for health purposes.--IANSrag/arm/prs

Governor Anil Baijal on Friday directed the city Health Department to develop an action plan to convert red zones into the orange and green zones and to handhold field machineries in maintaining the green zones.Baijal on Friday reviewed the status of COVID-19 management in Delhi with Chief MinisterArvind Kejriwal, his deputy Manish Sisodia and Health Minister Satyendar Jain along with the officials.In a statement, the Raj Niwas said the LG advised field officials to delineate containment zones properly to ensure their effective management."Adopt strict perimeter control measures, carry out active house-to-house surveillance and trace contacts extensively as per guidelines of the Central government," Baijal said as per the statement.At the outset, the Health Secretary made a detailed presentation on the status of Covid-19 management in Delhi."Secretary (Health) presented detailed analysis of spatial distribution of Covid-19 cases, containment zones and ward wise mapping of red, orange and green zones," the Raj Niwas said.It was informed that Delhi's recovery rate is higher than the rest of the country and Delhi has almost conducted six times more tests than the national average per million population."The Lt. Governor directed all stakeholders for scaling up their efforts to rein in the Covid-19 pandemic. He also advised narrowing down of containment zones into micro containment zones for effective management," it said.The Lt. Governor further directed for extensive surveillance for cases through monitoring of ILI/SARI cases in buffer zones too."The LG instructed the Health department to develop an action plan to convert red zones into orange to green zones and handhold field machineries in maintaining the green zones. He also instructed that the steps required to augment testing capacity should be taken immediately."Baijal also directed extensive testing as per guidelines and ensure faster results of tests in a time bound manner."The Lt. Governor directed to provide protective gear to all frontline workers who are performing their duties at vulnerable places, especially the containment zones, hot spots, etc."Baijal also urged the people to cooperate with the administration and follow the health and administrative advisories in letter and spirit to contain the spread of the virus and breaking the chain.Delhi has, so far, reported more than 3,500 Covid cases.All the areas across the country have been divided into the red, orange and green zones based on the number of COVID cases reported from the area.Red Zones have a high number of cases and a high doubling rate, Orange Zones have comparatively fewer cases and the Green Zones are the areas without any Covid cases in the past few weeks.All the 11 districts of Delhi are red zones.--IANSnks/vd
