Gandhinagar, April 15 (IANS) The Patan municipality in Gujarat on Wednesday issued an order mandating small traders, street vendors, shop owners, who can fall into the 'super spreader' category, get themselves vaccinated by Friday to continue their business."It has been observed that despite a long duration vaccination drive carried out through camps... a majority of traders and vendors are not coming forward to get vaccinated due to rumours, beliefs, superstition or false fears. Such type of people can become a medium of spreading the pandemic. Such type of negligent behaviour cannot be tolerated looking at the public health of the citizens of the town," says the order.It said that after an urgent meeting convened for the matter, and after in-depth discussions and deliberations, it has been decided that all those small traders and vendors will have to get compulsorily vaccinated by April 16, and those who don't, will not be allowed to carry out their businesses in the town."From April 17 onwards, forced personal lockdown will be imposed on such traders and vendors, who do not get vaccinated and it will be strictly implemented. The municipality, with the help of police, will form teams who will carry out the inspection. The vaccinated persons will have to produce cellphone messages or certificated copy or card issued after the vaccination, when asked by the authorities. If they fail to produce, their shops will be shut down and they will be sent home," says the order.Talking to IANS, the civic body's Chief Officer Panchabai Mali said that they were trying to convince them since a long time, but a majority of small traders and vegetable vendors do not understand. He said five specific centres have been set up where they can get themselves vaccinated between 10 a.m. and 6 p.m.Mali said that there are a total of around 6,000 small shop owners and around 2,000 vegetable and other cart vendors, out of which only around 10 to 15 per cent had been vaccinated.Patan is among 10 cities of the state where the most Covid cases have been detected and is among those where night curfew has been imposed.--IANSamc/vd

Gandhinagar, June 30 (IANS) Just ahead of Unlock Phase II, beginning from July 1, Surat Municipal Commissioner Banchha Nidhi Pani has issued a notification banning all street food vending in the city's containment clusters, including Varachha, Sarthana and Katargam areas.Through another notification issued on Monday night, many of the diamond polishing units have been shut for a week. Surat, on Monday, recorded the highest single day spike of 206 fresh COVID-19 cases. Since enforcement of 'Unlock 1', the number of infected persons in the Diamond City has been climbing at a steep rate. It has the second highest tally of coronavirus cases in Gujarat with 4,630 positive cases and 155 deaths.The number of positive cases in hotspot Ahmedabad has been declining during the past fortnight, but Surat is emerging as the new hotspot with over 100 cases being registered during the past 10 days. The major areas where the maximum positive cases have been found are Varachha, Sarthana, and Katargam which have been marked as containment clusters by the health authorities. These areas are dominated mostly by the diamond polishing businesses.Alarmed by the situation, the Surat Municipal Commissioner on Monday night issued two notifications. According to one, all the street food vendors in Surat Municipal Corporation's East zone A (Varachha), New East zone (Sardhana) and North zone (Katargam) and all the areas declared as containment clusters, have been banned.Through another notification the Commissioner has declared an area in the North zone Katargam as a containment cluster and prohibited all the diamond units inside the cluster to function for a week. Eleven areas in Katargam have been identified and declared as clusters."Despite various guidelines issued by the central and state governments regarding COVID-19, it has been observed that in some of Surat's diamond units, social distancing is not being maintained and mandatory wearing of masks is being flouted, resulting in the workers and staff of such diamond units and their families getting infected. New Delhi, May 4 (IANS) The national capital on Monday witnessed chaotic scenes after liquor shops re-opened after a long gap with the lockdown entering its third phase.Since early morning, people started thronging the liquor shops in many parts of the city, often throwing social distancing norms to the wind. People were seen gathering outside liquor shops in the Malviya Nagar area from as early as 9 a.m. Due to the nationwide lockdown to fight the Covid-19 pandemic, liquor shops across the country were closed since March 25. Nearly 150 liquor shops were opened in the national capital in the third phase of the lockdown on Monday.After the Ministry of Home Affairs issued a notification announcing relaxations, liquor shops were opened across the country, and people were asked to follow strict guidelines of social distancing while purchasing liquor. However, going by the photos and videos from various areas in south Delhi, it is apparent that commotion has erupted outside many liquor vends, as scores of people thronged there to buy liquor.Mohit Gupta, a resident of Malviya Nagar, said that people started gathering outside liquor shops in the main market from as early as 8.30 a.m."Many were without masks, violating the social distancing guidelines. It might lead to a major law and order issue. We expect Delhi Police to take action on this issue," said Gupta.Long queues were seen outside liquor shops in the Lajpat Nagar area. Similarly, a large crowd had gathered outside the liquor shop in Lado Sarai, which led to traffic jam in the area. "People had left their vehicles on the road outside the liquor shop, as everybody was in a rush to buy booze. People were wearing masks, but they were not maintaining sufficient distance while standing in the queue," said Ankit Kalra, a resident of Lado Sarai.The liquor shop at Sheikh Sarai Phase 1 had to pull down its shutter, as the crowd became unmanageable as the staff at the shop feared large-scale commotion. "Since early morning, people started gathering outside the Sheikh Sarai liquor shop. People were sitting together in large groups waiting for the shop to open. New Delhi, April 12 (IANS) The government has decided to get the country going once again by allowing 15 various industries to commence operations and also allowing trucks, repair services, and street vendors to start work as the exit strategy from the coronavirus lockdown starts to take shape.A number of large and small scale sectors have been allowed where they are mandated to ensure social distancing norms. The proposal comes two days before the lockdown is to end.An important point made is that all employers whose entities is allowed to operate, may be allowed to ask the labourers to report for duty. If labourers do not report for duty, no salary guarantee without work will be the responsibility of the employer. This needs to be clarified by the Ministry of Labour, the government said.Industry Secretary Guruprasad Mohapatra has written to Home Secretary Ajay Bhalla making the point that the lockdown has been in place since March 23."However, it is felt that certain more activities with reasonable safeguards should be allowed once a final decision on extension and nature of lockdown is taken by the Central government. These new activities are essential to improve economic activity and provide liquidity in the hands of the people," Mohapatra said.With unemployment concerns mounting, the government is keen to address this issue by allowing industry and economic activity to restart. Compared to the small opening that was being talked about, this is a rather large scale opening up after the lockdown.Mohapatra has pointed out that the suggestions are on the basis of detailed discussions held by Commerce and Industry Minister Piyush Goyal with states and industry associations. The recommendations come a day after the video conference held by Prime Minister Narendra Modi with the states where a two week extension to the lockdown was unanimously recommended.The Industry Ministry has given these recommendations to the Home Ministry with a list of 15 industries which should be opened with minimum manpower and distancing norms on a single shift basis.These include those involved in manufacturing of heavy electrical items like transformers and circuit vehicles, telecom equipment and components including optic fiber cable, compressor and condenser units, steel and ferrous alloy mills, spinning and ginning mills, power looms, defence and defence ancillary units.Cement plants, however, can run in three shifts as cement production is a continuous process.Pulp and paper units can resume their production in clusters where COVID-19 cases are low based on the data by the state authorities.Fertiliser plants, paints and dyes manufacturing, all types of food and beverages, seeds processing units, plastic manufacturing units, automotive units, gems and jewellery sector units, all units in Special Economic Zones and Export Oriented Units have also been exempted from nationwide lockdown measures.There is no clear thread in the industries and most of these are diverse in nature. The focus seems to be addressing employment, starting economic activity across sectors and putting the onus on industry to ensure social distancing, hygiene and well-being of the workforce.At the back of the mind are also considerations for the central and state governments to generate revenue through GST and Income Tax as several states have pointed out that while they are distributing rations and providing shelter, revenues have vanished because of the lockdown and cost cutting will have to be resorted to.As economic activity starts and salaries start flowing, it will also share the weight on the government's shoulders in terms of providing for the migrant labourers and others.It has sought free movement of all vehicles and manpower required for continuing the activities permitted so far under various MHA notifications and this has to be allowed by all government authorities concerned with movement of man and material.Big companies with proper sanitation and distancing norms in place in sectors such as textiles, automobiles and electronic manufacturing (20 per cent to 25 per cent capacity in single shift may be considered to start with).Companies/MSMEs with export commitments need to be allowed to operate with minimal manpower and necessary movement of material as a new entity.Housing and construction sectors need to be allowed if the labourers stay at the sites with all facilities and safeguards. Contractors shall ensure safety, sanitation and distancing norms.Although there is not much construction activity, this is a large employment sector.All transport vehicles of all sizes, whether inter-State, intra-State or intra-city, need to be allowed, whether empty or full, by all enforcement agencies without asking any question, is the recommendation.It has recommended that all street vendors like fruit and vegetable sellers should be allowed by the States in order to improve doorstep delivery and also to provide much needed liquidity to this population.Certain repairing units like those individuals or small agencies involved in providing repair services of mobiles, electrical items like refrigerators, air conditioners, televisions etc, plumbing, cobblers, ironing (dhobi), electrician, automobile mechanics, and cycle repair mechanics should be allowed.However, these individuals should also carry their ID cards and operate at their stalls or traditional sites. This will help the citizens under lockdown to avail these critical services and also provide them cash liquidity, which is required very much. Also, these services do not lead to any crowding. E-commerce entities providing such repair services may also be allowed.As timber, plywood and wood based industry provides packaging material to pharma companies, FMCG and other companies producing essential commodities, these should also be allowed by the state authorities.Glass and foundry industry may be allowed with their minimal manpower to keep the manufacturing in a continuous recycling mode.Certain rubber items are essential items related to medical/health care and domestic system related manufacturing items, and these may be given priority for starting manufacturing, while keeping in mind the safety, sanitation and distancing norms.--IANSsan/vd
